I. Substantiating the necessity of the project, antecedents in Kazincbarcika, in addition to the support of the population, the municipality has started to renew the urban environment in the last 10 years and to recycle degraded, disused buildings. The development activity is based on the city’s integrated development strategy and the principles of the Kolorcity concept. In line with the strategy, it is important that the city preserves its rich green areas and that unused or low-attractive outdoor and indoor spaces are active places for urban life, local residents and other communities. The Kolorcity concept aims to make the city attractive to local residents, visitors and business partners, in order to stimulate creativity. In this context, creativity is also present in the urban environment, e.g. through street art works, street furniture and other architectural solutions. The rationale of this project is already reflected in the local community development strategy adopted by the Local Action Group “Link together Kazincbarcika”, the strategy describes as the main project the development of the central agora in Kazincbarcika’s main area. In recent years, the central parts of Kazincbarcika, mainly the part of Egressy Road affecting residential buildings and commercial and business zones, as well as the related parks, the Valley Park have been renewed, but the area between the Town Hall, Egressy Cultural Centre and the nearby department stores has remained degraded. The square in front of the City Hall and the Egressy Cultural Centre has been the venue of a number of events, urban celebrations (e.g. open-air commemorations of national holidays, advent celebrations, or greetings for students) in recent years. The square was created at the same time as the construction of the surrounding buildings in the early 1970s, since then there has been no significant intervention in the square, only the surrounding buildings have been partially renovated. The design of the space has not yet taken into account the aspects of the organisation of events, so the basic infrastructure (e.g. electricity, water reception, vehicle access to the stage space) is missing for the smooth running of local events. The current part of the space is cut with several elements, such as space levels, stairs, solid gravel coverings and green surfaces, showing no uniform image or appearance at all. Furthermore, the liberated space is currently not suitable for larger events, e.g. 2-3000 people, for which in the summer season the Kolorcity festival and the 20th of August holidays have been demanded in the city in recent years. Together, the above justifies the renewal of the square in front of the City Hall and the Egressy Cultural Centre, the extension of the space with new features and the provision of an appearance, which can be a popular meeting point for the inhabitants of towns outside the event. II. Preparation of the project Housing and stakeholder involvement (in annex reminders) • In the immediate vicinity of the square there are the Town Hall, the Egressy Cultural Centre and larger commercial shops. Stakeholders (18 January 2018) were consulted on the planned investment ideas and all stakeholders considered the renewal of the space to be good and useful and supported the investment. • The direct involvement of the public took place through a forum (21 June 2018) where residents expressed their views and suggestions on the renewal of space. The majority of residents support the planned investment. In particular, the participants enquired about the planned timing of the investment and the associated transport changes. In addition, it was suggested that, in the event of events, an appropriate way and number of toilets should be provided. As the Egressy Cultural Centre is located on the square, the main purpose is the restrooms of the facility. A barrier-free toilet is available in the City Hall building. The integrated urban development strategy is available and the plan investment is in line with the strategy. Alignment with the settlement planning plan is ensured, the implementation of the planned investment does not require changes to the settlement plan and the related regulations. The authorities were informed during preliminary meetings with the competent authorities, including by examining the regulatory aspects of the organisation of the event. In the course of the development, no activity subject to authorisation will take place. At the same time, discussions with public utility organisations have been carried out, and the connections and pipelines of public utilities have been identified for which development or replacement of upgrades is required in the future.
