2.1 Project title: Infrastructural development of the public space of Hajdúböszörmény Fürdőkerti Leisure Park. 2.2 The aim of the project is to: The aim of the project is to ensure that one of the most important, key community and cultural sites of Hajdúböszörmény is the infrastructural development of the Fürdőkert Event and Tourism Leisure Park, thereby increasing the service level of this community space. The infrastructural development improves the quality of community-cultural events at local and regional level, either by ensuring the continuity of existing events or by organising new events. The spa garden is regularly used by the small communities already existing in the city, cultural, traditional, recreational, sporting and musical programmes, and events and programmes are organised there, so the site’s infrastructure development can lead to an increase in the quality of their programmes. 2.3 The objective of the HKFS, to which the project contributes most: The project contributes to the objectives set out in the following HKFS: • The development of the Bath Garden Leisure Park, the development of the playground there contributes to the improvement of the population and youth retention capacity of the settlement. • The cultural, community, educational, sport and leisure needs are served by an advanced infrastructure, to which the development of the Fürdőkert recreation park, the currently important leisure area, contributes to this. 2.4 The project is planned to be implemented: Hajdúböszörmény, Fair Square 3., 6497 hrsz. Bath Garden Event and Tourism Leisure Park (own ownership). 2.5 Detailing the technical content of the project: 2.5.1 Examination of the necessity of the project, antecedents: The problem that has arisen in Hajdúböszörmény for years is that the urban playgrounds are degraded, the new safety requirements cannot be met by older play equipment, and the municipality does not have more financial resources available for the renovation of the playgrounds and the purchase of new play equipment. To this end, in 2013 the municipality established a central playground in the area of the Fürdőkerti Recreation Park from a rural development EU grant. Concept is proven, the new, modern playground is visited by many from the various remote areas of the city, where other services and urban programmes of the Leisure Park also have a synergistic effect on the number of visitors. For this reason, it can be said that the finished playground has grown out, and its extension is justified due to the high number of visitors, which is also a high public demand. The extension of the playground is justified by the fact that a youth hostel has been built in the leisure park since then, and that the municipality intends to develop the tourist and event functions of the Leisure Park from other TOP sources (TOP-1.2.1-15-HB1-2016-00020 and TOP-1.2.1-15-HB1-2016-00027). 2.5.2 Preparedness of the project: The necessary design documents are available for the development and expansion of the playground. SECTION 17/2008 (VIII. 30.) The construction of playgrounds in public areas may be carried out without any building permit or notification, provided that the playthings have a certificate of conformity. The equipment designed for the playground has the necessary certificate of conformity, so the extension can be done without a building permit or without notification. The extension of the playground will be carried out together with the implementation of the TOP project for the tourism development of the Bath Garden referred to above, and there is an obligation to combine the large tourism development and the current playground expansion in accordance with the regulations of the Public Procurement Act, so the contractors of both projects will be selected in a public procurement procedure. The two projects will be separated from each other, both at plan level and at budgetary and accounting level. The procurement procedure is expected to be prepared at the end of 2018 and completed by spring 2019. In the present project, we do not intend to declare the costs related to planning and public procurement, and our municipality ensures their implementation at its own discretion. 2.5.3 The target group(s) concerned by the project: • Children’s population of the city, families with young children. • Tourists visiting the Leisure Park • Persons participating in the events and programmes of the Leisure Park • Guests and visitors of youth accommodation and catering facilities 2.5.4 Activities to be realised: • Based on point 3.1.1 of the call: Infrastructural development of an open community space — c) In the framework of which we intend to expand the existing playground of the Fürdőkert Event and Tourism Leisure Park, thereby increasing the technical standards of the playground services available there.
