Timed development of the Park of Generations Community Space

On 30 May 2016, the Local Action Group (LAG) of the Local Community of Szekszárd was established to comply with the application programme for the creation of local action groups for the implementation of community-led urban local development under priority axis TOP 7, published on 10 March 2016. On November 29, 2016, the LAG adopted Szekszárd — where the future is present! — Local Community Development Strategy 2016-2020 (hereinafter: HKFS), which was also at the heart of the grant application submitted on 06 December 2016 for TOP-7.1-16 Infrastructure development of cultural and community spaces and local community organisation in connection with the urban local development strategy. The LAG has designed the intervention areas of the HKFS in such a way that they respond effectively to the set medium-term overall objectives, build on each other and reinforce each other in synergy. Two main types of intervention have been identified by the LAG community taking into account the potential source of funding: 1. Investments in infrastructure (ERDF) 2. Community, recreational and cultural programmes (ESF). Within each of them two main intervention lines can be identified, under which the implementation of additional, different operations can be supported. As a key project within the framework of the priority procedure, the LAG organisation set the objective of implementing an infrastructure project entitled ‘Development of a community space in the Park of Generations’, the role of which is to fill the gap in the life of the local community. As expressed in the city’s long-term vision: an orderly, developing, preserving its values, but also open to novelties, has a chance to keep its young people. In addition, the quality of life, well-being and local attachment of middle-aged and older people are also important aspects, and in the medium term the promotion of more active socio-community cooperation and the reduction of intergenerational distances are a priority horizontal objective. The Generations Park can be a niche for the transfer of knowledge between older and younger generations. Based on the workshops and forums held during the planning, it became clear that there are still few high-quality community spaces in the city centre, especially a place where several generations can spend their free time usefully in pleasant and safe conditions at the same time: you can talk, meet, relax, play, move. Based on the collected local needs and ideas, the LAG decided that the community space called Generations Park provides an appropriate opportunity to do so, and therefore named it as a key priority project. The key project provides a new venue for the community needs of several generations and a meaningful leisure time at the same time, creating a high-quality community space in the centre of the city in the green belt area in Barátság Street. Local civil society organisations and the population can fill and take possession of this demanding community space: partly with direct use and partly with sophisticated community-leisure programmes and events developed in response to local calls for proposals, which provide opportunities and additional resources to realise their innovative, creative ideas. 2.5.2 Preparedness of the project With the preparation of the decision preparatory study, KaveczkiTerv Engineer Office Ltd. He was mandated in a contract dated 11 July 2018. The water utility plans were provided with the deadline of 14 August 2018 (1 basic design map; 1 concept plan for rainwater drainage and 1 soil test report and geotechnical planning report (soil mechanical opinion). The cost of this study will be provided by the municipality from its own budget rather than from the tender. In the framework of a restricted procedure below the public procurement threshold, the Municipality concluded a planning contract with Kreagia Kereskedelmi and Szolgáltató Kft., the most favourable bid for the technical design documentation. The planning contract was concluded on 26 September 2018. In accordance with the terms of the contract, the Planner has prepared the outline and construction plan documentation required for the submission of the tender, which will be cleared with ex-post funding if the tender is successful. 2.5.3 The project’s target group(s) The key project must provide an infrastructural background in order to organise complex, intergenerational and multi-generational programmes at the same time. The project provides the opportunity for multi-generational pastime. Target groups directly concerned: children, young people, families with children, adults of active age, pensioners/elders, population of Bakta district and the whole population of Szekszárd indirectly affected. 2.5.4 Activities to be implemented Compulsory activities include open open-air public spaces,
