Establishment of a crèche in Dabason

1 One of the main priorities for Hungary’s economic and social development is to increase the number of jobseekers, including the reintegration of women into the labour market. Research shows that, in addition to cultural standards and opinions on family roles, women’s employment is significantly influenced by the system of welfare services to raise children. European experience has shown that birth rates have fallen dramatically in countries with a traditional family pattern, with little breeding of young children’s institutional care, while birth rates have been relatively favourable in countries that have taken great care to reconcile family and work responsibilities for parents with young children. Early childhood education is a priority for the European Union, both for families and for children’s development and learning. Early childhood education and care, which complements the central role of the family, has a deeper and lasting impact than any subsequent intervention. In early childhood, children’s development is most effectively influenced by education. The stability of families, the physical and mental health of the family members, parents and children are protected by the harmonisation of women’s work to support motherhood, child-bearing and the family’s existential security. At social level and for reasons of population, it is important to find a coordinated solution that allows children, financial security for the family and women’s employment. For this purpose, different forms and alternatives to day care for young children may be used. In the 21st century it can be expected that the families concerned should find a form of day care for children adapted to the needs of the population living in a given settlement and to the opportunities of the region. Every child has the right to protection and care necessary for his or her proper physical, mental and moral development [Article XVI(1) of the Fundamental Law]. According to the Fundamental Law, Hungary protects families, children, women, the elderly and people with disabilities through specific measures [Article XV(5) of the Fundamental Law]. Day care for children is regulated by the Child Protection Act. 1672/2015 on the Government’s Action Plan for the implementation of the Hungarian National Social Inclusion Strategy for the years 2015-2017 (IX. Point I.1 of Annex 1 to the Government Decision states that it is necessary to support the development of services aimed at bringing up children and employment, and therefore, in addition to increasing the flexibility of benefits, it is necessary to develop crèches and other forms of intraday care for children under the age of 3 and to increase the number of places of work. The introduction of crèche benefits not only serves to promote the reconciliation of work and private life, but can also represent a fundamental investment in children’s development. The earlier the age of the inclusion of disadvantaged children in high-quality early childhood care, the greater the chances of children in the future. The overall goal of the project is to create an emotion-rich environment designed and equipped to meet the requirements of the age, in which the child can develop according to his/her own abilities, taste the joy of the forgotten active game, which will enable the creative development of the future life, the world of experience and fantasy can enrich and develop sensitivity to aesthetics. Our specific objectives include personal treatment, which means care and upbringing adapted to the individual characteristics and needs of children. There is no initial or achievable level of development in this process, since there are no educational criteria for crèche admission (e.g.: you do not need to be able to eat independently, to be house-cleaned, to speak, etc.). We strive to turn the children entrusted to our care into the world in which we are surrounded, interested, responsive and able to think independently. In acquiring these qualities, they can learn the basic rules of social coexistence, which will later help them integrate into society. In the first years of life, this can only be achieved by developing according to their individual development rate. There is currently no municipal crèche in the city of Dabas, so the municipality decided to set up a crèche with 56 places, with the help of the present support scheme. As a result of the development, Dabason will be able to overcome a large shortage of primary care for small children during the day with the creation of a crèche. So far, the family has provided such needs with the support of family day-care centres suitable for a total of 42 people. However, the implementation of this project is not only a remedy for gaps, but also a major step towards the improvement of the social and social disparities which are unfortunately present in the settlement.
