a) The main purpose of this project is to rehabilitate the residential block and its surroundings, which is a crisis area in the district, to integrate the people there, to increase community activity, and to resolve the isolation typical of the panel environment. In addition to the residential buildings, which are considered to be a crisis block, the action area includes an endangered block located in its immediate vicinity, giving the inhabitants the opportunity to improve their living conditions. B) For the above purposes, the physical and soft interventions envisaged in the project together provide opportunities with the following planned activities: 1. In the context of self-eligible activities, the crisis block No. 27-29 of Pesti út (so-called Garzonházs) will be refurbished, combined with energy modernisation. The population of the two studio houses affected by the investment are concentrated on the most disadvantaged community of the district. The apartments in these panel buildings are used as municipal rentals by families with serious financial and social problems. The activity contributes to the renovation of buildings where people typically live in scarce financial conditions. The main activities of the renovation of the building are: Replacement of doors and windows: replacement of the exterior windows and balcony doors of the apartments with modern plastic doors and windows, which will be equipped with retrofitted plastic shutters. The current entrance portals and the corridor end portals are replaced by thermally insulating glazed windows made of certified glass (anti-dumping) with a heat bridge interrupted security film. Additional thermal insulation of the entire external façade wall surface: According to the plans, the facade surface will be equipped with additional dryvit thermal insulation. Renovation and additional thermal insulation of the existing flat roof waterproofing: The state of waterproofing is technically outdated and needs to be replaced. Additional thermal insulation of the roof also takes place. Renovation of balconies: It is necessary to dismantle existing reinforced concrete support surfaces and reinforced concrete flower boxes, which are now outdated in several places and are dangerous for accidents. The surface renovation of the concrete surfaces of reinforced concrete balconies and the railings of French balconies with steel frame is also planned. 2. For optional activities, the following interventions are planned: — On top of Garzon houses, power generating Stirling (Parabolic DishStirling) with solar parabola is installed. By installing 2-2 units of solar parabola on the top of the two studios, during the daytime the lift can be operated directly, and the energy cost of the electricity needed for the operation of the houses can be reduced by feeding it back to the grid. — In the central part of the area 121047/61 to the east of the apartment house No. 29 Pesti út, the multi-generation sports facility would be built. During the development, separate sports platforms are created according to age groups. At the centre of the stretching on the property, an ellipse-shaped circular surface is designed, which is divided into three parts: O In the southern part of the ellipse there would be a modern, safe playground for young children. O A senior, adult and handicapped fitness and gymnastics course would be created to the north of this surface, even less known in Hungary. On this interface, devices are installed that meet the mobility needs of older age groups and take into account the limited capabilities of the disabled. In the event of the implementation of the project, with the involvement of a physiotherapist in accordance with the needs development, rehabilitation and recreation sessions will also be possible in the framework of free of charge. O In the northern part of the ellipse, an outdoor gymnastic course would become increasingly popular among young people, covering the needs of the entire age spectrum. — In the environment of the multigeneration park, a community garden would be set up to promote employment. As part of this development element, a living, green area will be created between the panel houses and the possibility for those who do not have a garden to grow kitchen garden plants and fruits will be ensured. Among the objectives of the Community garden programme element, the intention to create a community is also of paramount importance, in addition to ensuring the possibility of gardening. — Road safety development — Renovation of the section of Újlak street in the action area: In Újlak street, traffic is currently carried out on a common asphalt covering for pedestrians and motorists and for freight transport, which is particularly dangerous in the morning and afternoon peaks.
