Located in the 3 rd district of Budapest, 3 of the 20 largest housing estates in Budapest, the largest of them, was built between 1971-1983. The housing estate occupies 10 % of the area of the district, but half the population of the district lives there, with more than 60 000 inhabitants. The general amortisation in Békásmegyer is accompanied by the move of the better-favoured layers, and the continuous slippage and pauperisation of those staying here, resulting in a number of deviant phenomena in the families living here and in their living environment. Long-term unemployed families with alcohol or drug problems, mental illnesses, and living at the border of illegality have not left untouched children living and raised in these families, who, in the absence of their emotional retention capacity, often drift from the boredom and hopelessness of the housing estate to various deviances. Today, the housing estate is typically occupied by large families and groups with lower social status. A significant proportion of them have arrears, which are mostly concentrated in the households of the long-term unemployed and inactive. Unemployment, deteriorating financial situation and lack of prospects have led to an increase in the number of addicts and mental and health complaints. Family relationships are rather limited to those living in the same household, even if they are related, they are no longer able to rely on them. In conclusion, this initial process of “integration” does not only mean a material slippage, but can also mean a deterioration of the mental health of individuals and the disintegration of their family life. According to the criteria set out in Section 3.2 of the Social Urban Rehabilitation Thematic Development Programme, there are 9 vulnerable residential blocks in the action area, which represent the narrower intervention area of the project. In connection with this application, a multi-level target group needed training, as follows: 1. In the course of social rehabilitation, it is important to integrate the target group into the larger community, which means the people living in the action area, Békásmegyer-City Gate area for the present project. 2. The activities related to the project relate directly to the demarcated intervention area at street level, which constitutes the immediate environment of the endangered blocks. In the first phase of the needs assessment, Community service providers in the intervention field were interviewed. Those operating in the field are themselves an indirect target group, in so far as the present development also aims to increase their capacities, service range and synergies resulting from cooperation. 3. According to the social urban rehabilitation criteria set out in the relevant thematic development programme, the narrow action area is made up of the inhabitants of the designated 9 residential blocks, within the blocks of the 388 municipal housing units, and their needs will be assessed. From the long-term objectives of the Thematic Development Programme for Social Urban Rehabilitation, this project aims to contribute directly to: 1. A tolerant, inclusive society contributes to preserving and maintaining the results of urban regeneration. The related specific project objective is to strengthen the host society by organising information and integration programmes. 2. The level of education, health and employment of the population in areas currently at risk of segregation are improving. The related specific project objective is to improve the health status and employment indicators of the people in the action area. 3. Budapest has a modern and affordable housing that meets the needs of society. The related specific project objective is the modernisation of the municipal housing stock in the action area. 4. As a result of the integrated programmes, in addition to the housing stock, the complex renewal of the physical environment is also achieved. The related specific project objective is to extend and develop community service infrastructure and to renew the recreational space.
