The Hungarian Defence Forces Health Centre (hereinafter: MH EK) the objective pursued by the aid application submitted under call No VEKOP-7.2.4-17 is to support those providing additional performance. In line with the basic objective of the call VEKOP-7.2.4, the MH EC grant application involves those departments (neurology, internal medicine, gastroenterology, urology) in the implementation of the project, where care for patients requires even higher than average expertise. In these departments our specialists carry out their tasks with a high workload above average, and to apply daily interventions that require special expertise. With the help of extra work done by the specialists, medical work becomes more efficient and the time spent on patients increases. The freed-up working time can be used by specialists to provide quality patient care, thereby increasing patient safety and patient satisfaction. The Ministry of Defence, as a maintainer, attaches particular importance to the MH EC providing care that meets the requirements of modern healthcare, both for the special care group and for patients with territorial care obligations. —Project actions: Project management: According to the specifications set out in the Call, 10 hours a week is a project manager and 10 hours a week by a financial manager. Costs of staff involved in technical implementation: The additional performance of the workers involved in the project must be demonstrated, and the verification of performance entails administrative tasks. The large number of stakeholders will require the assistance of one member of staff (a total of 7 economic nurses) in the different departments. The technical verification of the implementation of the project will be carried out by two managers (medical and specialised care professionals) as planned. Their work is supported by the two professional implementing assistants. A major project coordinator continuously monitors the implementation of the project, if it detects a circumstance that jeopardises the achievement of the expected value of its indicators and the regularity of implementation, affecting the existence of the project (with a continuous report) to the hospital’s maintainer (the HM). Support for the target group — employment of skilled workers with additional performance: By employing people with additional performance (approximately 184 people), the project aims to make it so in the legislation (Article 66/2011). (XII. 13.) NEFMI Decree) the professional staff should carry out permitted activities, which can also reduce the tasks assigned to doctors. Mandatory information and publicity: The present aid application for MH EC falls within the scope of projects receiving aid below HUF 150 million, the mandatory information and publicity is financed from the project at the most favourable price available on the market. The MH EC project focuses exclusively on the employment of those with additional performance, so that the implementation of this objective can be fully ensured with the help of the participants in the project. In order to explain in detail the conditions laid down in point of the substantive assessment criteria of the Call, the technical plan is part of the grant application. In summary: The MH EC is capable of carrying out the project in all respects on the basis of the applicant’s requirements as described in the Call. MH EC has been and is currently participating in several EU-funded projects, with adequate human resources and infrastructure requirements. The additional performance to be supported can also be justified from a policy point of view, and there is a strong need for it in the care of patients. The direct target group of the development is the EC experts of the MH who receive support, but, indirectly, the satisfaction of patients is improving as well. After the supported project period of 24 months, MH EK expects an additional 24-month maintenance period from its own resources, so the capacity created by the project will be maintained in the longer term, which we hope (due to the impact of the financial estimation of the specialists) will further increase the retention power of the healthcare career. The aid application relates only to the implementation of the eligible activities permitted by the Call. In the case of the MH EC, it will be possible to quantify the additional performance by recording the monthly working time of the specialists. The risks arising during the implementation have been assessed and can be managed well, so they do not jeopardise the implementation of the project. When planning human resources, we also took into account the time consuming of the planned tasks, which led to the preparation of the project’s draft budget.
