With regard to the geographical situation of Pest county, it is in contact with Budapest, the capital of the country, from all sides. In addition, it borders 6 counties and the Room also contacts Slovakia. Pest County has an area of 6 390 km² and more than 1.200,000 inhabitants. The geographical division of the county is characterised by the fact that it is divided into 18 districts, of which both the population and the number of jobseekers are very uneven. There is no independent county seat in Pest County. At the time of the 2011 census, 48 of the county’s settlements were towns, including Érd county rights, and 139 villages. The county’s labour market conditions are very volatile and the capital has a significant impact on the development of the number of jobs. In contrast, there is no improvement in the number of jobs in smaller municipalities. The county’s employment opportunities are concentrated in the cities and the capital city. Transport conditions also make it difficult for jobs to be accessible because transport to cities is essentially not solved. Employment in the county is 70.3 %, which is above the national average. Consequently, the share of jobseekers in 2016 is 2 %, significantly below the national average. At the end of 2016, 26.881 jobseekers were registered by the Employment Office. In terms of districts, most jobseekers are in the Cegléd district, with a high number of over 3 000 people. In the district of Gödöllő there were almost identical jobseekers, and the district of Nagykáta can also be highlighted. The smallest number of jobseekers are in Vecsés district. The number of registered jobseekers shows a minimal increase compared to the previous year. However, this may be justified by the high number of residents and movers in the county. The high proportion of jobseekers justifies improving the chances of people participating in the programme to find a job in the open labour market. To this end, a tailor-made development plan will be drawn up, which includes services adapted to the needs of the labour market following an assessment of the competences of the person seeking employment. The individual development plan also includes a definition of the process of reintegration of jobseekers. The plans set out labour market services to support job-seekers in the context of counselling. In the individual development plan, combinations of services are provided in accordance with the objectives set out after the interview and the status assessment. The goals and development plans set out in the individual development plan are also accepted by the client. After that, the Employment Department of the Government Office accepts the services and is included in the individual action plan of the client. The services we provide in Pest County are as follows: mandatory services: preparation of individual development plans, individual work counselling, psychological counselling, provision of social information, personal job discovery and placement. County-specific services: reintegration group occupation, re-orientation group activity to support labour market reintegration and integration, group occupations developing key skills and key competences for employees, labour market mentoring service, motivational group occupation, career guidance — Career advice, career advice — career change counselling, job exploratory work, career guidance group occupation, career change group occupation, individual job search counseling, transfer of job-search techniques, job-seeker club, group work to support personal development, integration and independent living, helping integration into the workplace, training, counselling to become an entrepreneur. During the planning phase of the project, we have developed service combinations that can lead to employment by adapting to individual life paths. On this basis, there is an average of 2.7 services per customer. The program involves 7,063 people for whom we prepare their individual development plan. On this basis, 5065 people meet the individual development plan. In this context, we intend to support at least 1 413 people in the primary labour market. We plan the program with 21 professional implementers, whose service hours with clients are 88.356. Project risk: the success or failure of the involvement process, in particular the timing of management. To reduce the risk, the consortium seeks to develop close cooperation with representatives of local society, such as representatives of the social system and employers and entrepreneurs.
