Developing digital labour market competences in the Central Hungary Region

The aim of the grant application is to develop digital competences, increase the level of digital literacy and promote regular and skill-level computer and internet use in the Central Hungary region, which is one of the most important tasks of the digital ecosystem in terms of competitiveness, employment and equal opportunities. The lack of basic digital competences and widespread user skills leads to a loss of employability at the level of individuals and a weakening of growth and employment at the national economic level and, ultimately, competitiveness. The lack of digital skills is also an important factor in the regeneration of social inequalities; it mainly reduces labour market prospects and quality of life of citizens with low status and qualifications, who are typically disadvantaged, with the lowest employment rates. The development of digital competences is one of the most important objectives of both the European Union and the domestic strategy papers, for which the NIS, DNFP and the Green Paper set out a number of potentially mutually reinforcing interventions. One of these is the flagship project GINOP-6.1.2-15, which is already being implemented under Széchenyi 2020 and entitled “reducing the digital divide”, which builds on the experience and organisational structure of the consortium and the professional content that implements this project. In response to the call, the National Office for Vocational Training and Adult Training (hereinafter referred to as: NSZFH) and the Governmental Information Technology Development Agency (hereinafter: KIFÜ) and the Ministry of National Economy (hereinafter referred to as: (NGM) jointly eligible for aid application and the project will be implemented as a consortium. On the basis of the call, it submits to the consortium the feasibility study of the project as an annex to the grant application, an important component of which is the presentation of the tasks of the consortium members and of the project organisation. Planned activities: Project PRODUCTION Feasibility study and part study, preparation of annexes Public procurement preparation and launching calls for tender procedures Developing the management system of the project; preparation of the Project Management Manual (PIK); development of a common methodology for project operation to develop a quality management system. Project APPLICATION Preparing professional implementation, in particular: Development and maintenance of the management system and management system of the project. Adaptation of a detailed regulatory system based on the GINOP-6.1.2 project system under implementation. The establishment and operation of the mentoring network. Professional implementation Preparation and execution of Pilot IKER3 Trainings Professional support activity. Development and operation of HIR. Training institutions, training programmes and the involvement of qualified staff in the project, as well as the implementation of training courses. Registration and registration of qualified persons, training, administration and accounting in the HIR system. Operation of customer service. Examination of the satisfaction of the trained and trainers, the analysis of internal and partner experiences, and the modification of procedures based on the experience and the integration of changes into the processes and the HIR. Meanwhile, continuous recruitment, involvement, assessment of the needs of the population through mentoring activities in the established mentoring network (preventing and reducing scouring). Measuring the satisfaction and effectiveness of training participants and documentary and on-the-spot checks of trainees, trainings, mentors (on-the-spot checks on at least 5 % of the training). Reintroduction of control results into the system (corrections, interventions, modifications, etc.). Financial accounts and payments (disbursed to trainers after approval of the settlement packages), preservation and storage of documents (electronic and paper-based). Professional communication activities, mandatory information and publicity tasks. Audit.
