Proper management of public sector information is essential for maintaining citizens’ trust and for an efficient and secure exchange of information. High demands are placed on competence in information management. Public information is a valuable resource if it is made available for re-use. The publication of open data, for example, provides opportunities for increased transparency in public activities, efficiency of processes and increased innovation in the business sector. This project aims at safer information exchange and increased access and use of open data through strong regional cooperation. There is also a strong need to improve, simplify and increase the security of the handling of the large amount of sensitive information exchanged on a daily basis between public actors. In the absence of national digital information exchange infrastructure, letters and faxes are often used today — manual flows that make it difficult to ensure that the right recipient is accessed by the information, which often raises concerns among case handlers according to a survey conducted in 2016 by the Swedish Association of Local Authorities and Regions. The management contains security deficiencies and often requires time-consuming countercirculation to verify the correct receiver. To solve the problems, a secure digital communication infrastructure (SDK) is now being developed at national level, which can be used by all stakeholders. Although the technical conditions are in place, the application of SDK means a very large conversion, which the project will facilitate. In the long term, the project will contribute to ensuring that public actors have good information management that provides access to the right information, at the right time and in the right place, and the industry has strengthened its capacity to innovate thanks to increased use of open data. At the end of the project, participating municipalities and Region Skåne should have the ability to publish open data and to communicate sensitive information in a secure way and the business community’s ability to use open data will have increased.
