Regional development responsibility and transition to a greener and low-carbon East Mid Sweden 2021-2027 — a feasibility study

Following the pandemic, it is particularly important that the transition to a greener and low-carbon East Central Sweden takes place urgently. Businesses and public actors need to change to meet the societal challenges of the future. At the same time, the launch of a new Regional Fund programme 20212027 is ahead of us. Eastern Central Sweden (seased) also faces a challenge about how society’s transformation is to take place. In the five counties, existing structure in the promoter system must balance with the need for transformative new structures over time. Development processes need to find the right focus, at the right time, in everything from existing and new technologies, system innovations, user behavioural changes and changes in regulatory systems and regulations. Research and innovation infrastructure and the capacity to develop solutions are becoming increasingly important, the drive of industry must be exploited, but structures and continuity over time are sometimes inadequate. On the basis of the current programme conditions, the regions now intend to carry out a feasibility study aimed at answering what one wants, can and will achieve over the next seven years in order to maximise the exchange of resources available from the Regional Fund and additional co-financing. The pre-study will collaborate with corresponding pre-study in policy area 1 — Regional development responsibility and smart specialisation in Östra Mellansverige 20212027. The overall issue and purpose of the pre-study is to identify the conditions for effective implementation of Policy Area 2 of the Regional Fund Programme for Eastern Central Sweden in 20212027. The five regions shall use the results of the feasibility study in their regional development mission linked to the ERDF programme 20212027.
