Municipality of Arnhem

In the current implementation of municipal guidance to jobseekers, the professional is expected to integrate three sources of information into his/her actions (evidence-based work), namely: (1) their own knowledge and skills; (2) scientific knowledge; (3) and the experiences and needs of jobseekers. The systematic retrieval of jobseekers’ experiences and their use as input into the guidance is still unexplored in the social domain. This while it can give an important boost to improving the quality of reintegration services, including in the municipality of Arnhem. One way of integrating the customer’s perspectives into the service is ‘deciding together’. This method originates in healthcare and leads to increased patient satisfaction, cost reduction and effectiveness. For the Work and Income domain, we expect similar results, namely that a better alignment of the professional with what is important to the jobseeker (input), leads to a better match with interventions (throughput), a stronger intrinsic motivation and thus higher effectiveness of interventions (outcome), which may ultimately result in higher outflows to sustainable and appropriate work. Deciding together not only offers potential benefits for the jobseeker, but can also be a promising route leading to more methodical and evidence-based work by the reintegration professional. It requires reintegration professionals: • to get a good picture of the situation of the jobseeker; • develop ideas on the options for corresponding pathways; • to explore the advantages and disadvantages of pathways; • inform the jobseeker about this and give a voice in the choice of pathways. These elements are not self-evident in the current actions of professionals. The project aims to develop and implement a ‘co-decision’ instrument.
