Municipality of The Hague

Municipalities and schools in the AMR Hague Countries are increasingly working together to promote the active inclusion of (old) PrO/Vso pupils. For this purpose, the past ESF projects — notably by schools — have been invested in the management of work of pupils during the last 2 school years. The co-ordinating municipality of The Hague wants to continue to facilitate this, but notes at the same time that more is needed to structurally improve the employment perspective of PrO/VSO youth; in particular, in the field of regional cooperation and innovation. At the policy level, municipalities and school boards are currently working to formulate a common ambition/vision of the labour management of PrO/vso pupils, preferably resulting in a covenant. In order to strengthen the policy line in the Hague AMR, available ESF resources shall be used for: • Preparation for work — schools prepare their pupils for professional practice as best as possible by investing in internship guidance, work and business simulation and sector-oriented training. In doing so, the regional labour market is involved in education in different ways by the PrO and VSO schools through, for example, practical assignments and educational services at companies. Invests in preparing for the ROC by means of an Entrance Course for the pupils in which the route to work takes place through further training; • Regional cooperation — at least 20 % of the available ESF budget is invested in a comprehensive guidance approach for pupils after leaving school. The practice shows that the longer young people are ‘staying on the side’, the more difficult it becomes to lead them back to a place of work. In collaboration with regional chain partners such as the WSP Haaglanden, the Haeghe Group and regional employers, preparatory internships, work development pathways and job coaches are used.
