The labour market is often organised at regional level. In particular, the somewhat larger employers do not respect municipal borders. In the AMR Haaglanden, several employer service points provide services to local and regional recruiting employers. The employers’ service points and youth counters seek to connect with employers who have vacancies and, if necessary, prepare beneficiaries, foreigners and NUOs for the requirements of regional employers. Different instruments are used for this purpose. These may include placement grants, training pathways and/or experience pathways in a (semi-)regular setting for employers. In addition, in the ESF project 2017-2019, the municipalities of The Hague, Delft, Rijswijk, Midden-Delfland and Westland take into account the guidance costs of the internal employees.
