The situation on the labor market in the county of Jämtland is today a state where unemployment generally has decreased, while unemployment among the groups furthest away from the labor market doesn't decrease at the same rate. Individuals with low education, disability or "just" a long period of unemployment or sickness remain unemployed. Added to this is the large group of immigrants who have not yet had the chance to enter into the labor market. An increased demand and even a shortage, of labor with certain competences in many sectors on the Swedish labor market is also becoming clear and could be a negative factor for the growth of both companies and for society at large. In view of this situation on-going discussions are being put forward on how to create so-called uncomplicated jobs and lower the barriers for entering the labor market in order to facilitate and shorten the path to a job for individuals in these groups. The target group who needs lower barriers to entry, and this kind of easier jobs is thus large, but by no means uniform. Individual needs vary a lot between individuals and between groups with specific problems and situations. The goal of this project, Öppen Arena, is thus that individuals in unemployment combined with a low level of education, disability, immigrant background, or "just" a long period of unemployment or sickness and/or other difficulties are to approach, enter or establish themselves in the labor market through participation in “low-threshold activities”. During the project, participating municipalities along with the Employment agency (Arbetsförmedlingen) and the Social insurance agency (Försäkringskassan) will develop existing activities and create new ones for the target group on the basis of a joint exchange and learning between municipalities and project partners. With this method, the project will support individuals in the target group to approach the labor market, to establish themselves in the labor market or start studying. This requires targeted interventions for these men and women. Efforts need to be adapted and gradually increased. From fulfilling the most basic needs to increased efforts, with possible returns (loops), to more work-focused support before these individuals are able to enter the regular labor market. At a structural level, the project will increase learning through mutual exchange of best practices and create more adjusted activities but also together between the project actors, identify and create more “low threshold-jobs.
