The idea behind the project "Efficient reception" arose within Uppsala Municipality’s Unit for Coordination of Refugee Reception. During 2015 and 2016, Uppsala Municipality received an increased number of asylum seekers and newly arrived immigrant women and men, girls and boys, in comparison with previous years. As the municipality’s activities are carried out in an environment of continuous change, a flexible and learning organization with high efficiency is a prerequisite for the municipality to meet its social duties and the demands that local residents place on the supply, quality and service. Uppsala Municipality is one of the largest employers in the region. Uppsala Municipality should be an attractive workplace for all, as well as a role model in terms of the reception of newly arrived immigrant and inclusive approaches. Uppsala Municipality's actions and activities in the reception of asylum seekers and newly arrived immigrants gather around the goal that the individual should be established quickly in working and community life. To achieve this goal, there is a need among Uppsala Municipality employees to develop, improve and create conditions for a better reception, through increased knowledge. National studies and surveys show how stereotypical notions about gender and functionality affect the individual's abilities to establishment negatively. As a consequence, newly arrived immigrant women and newly arrived immigrants with disabilities systematically receive a later and less adequate support for their establishment in working and community life. Against this background, Uppsala Municipality is applying for project funds to the project "Efficient reception", whose focus is on capacity building for personnel employed in Uppsala Municipality. Demographic changes entail that the shared expertise among the employees of Uppsala Municipality is constantly increasing, while it also requires new skills and knowledge. The project deals with the understanding of the importance of consciously working with gender and organization linked to capacity development. If employees who meet newly arrived immigrant are unable to prevent and detect notions, attitudes and behaviours that counteract the principles of equality, accessibility and non-discrimination, there is a risk that the reception reproduces inequality. Inequalities in the reception of newly arrived immigrants preclude a rapid establishment in working life, education and community life in general. It is therefore required that we, employees of Uppsala Municipality, are aware of our own culture and how it affects our own attitudes, values, thoughts and behavior when we encounter newly arrived immigrants. With greater knowledge of effective reception, where equality, accessibility and non-discrimination permeates all operations, Uppsala Municipality stands better equipped to support the establishment of newly arrived immigrant adults, adolescents and children in the labor market and in education. Interventions directed towards the establishment of newly arrived immigrants in working life or education gives great individual and societal benefits as well as better integration. It is a question of equal access to opportunities and rights, and the promotion of gender equality and non-discrimination. The project "Efficient reception" has identified four training modules directed towards all participating municipal administrations, and two modules directed towards one specific municipal administration, in order to increase the quality and efficiency of the reception of newly arrived immigrants in Uppsala. The four administratively intersecting training modules are: Intercultural competence, Migration and establishment processes, Approach and communication, and Health of newly arrived immigrants. The two administratively specific modules address staff in social service administration: Efficient reception in municipal accommodation and Teaching Recovery Techniques (TRT). With greater knowledge in these areas, the prospects for an effective reception improve and the elaboration of interventions that are purposive for the establishment of newly arrived immigrant women and men, girls and boys, regardless of functionality. The cross-cutting issues of gender equality, accessibility and non-discrimination will permeate the project. External expertise will be used in the training of trainers, whereupon trainers from the participating municipal administrations (Administration of Labour, Administration of Culture and Administration of Social Services) will develop the capacity building programme together with the project leader and subproject leaders. In this way, we want to ensure sustainability and that the acquired knowledge stays and is further developed within the municipality, so that they be of use for the administrations after project completion, meet changing needs and to offer a developing and stimulating environments for employees.
