The regions of Skåne and Blekinge have experienced low employment rate and have recently received many refugees, while at the same time, many ICT companies have suffered from a lack of skills. Within the group of newly arrived and foreign-born, long-term unemployed women and men, there are individuals with education in computer and system science that often is inadequate or outdated. Through education and improved matching, it is possible to promote the establishment of these individuals in the labour market, while increasing the conditions for employers in Skåne and Blekinge to grow and develop. There are different circumstances that makes it difficult for newly arrived and foreign-born with a post-graduate education to get a qualified job in Skåne and Blekinge, for example that the Employment Agency has insufficient resources, that the foreign-born Swedes lack education and networks in Sweden or that many companies has insufficient ability for wider recruitment. There are also many possibilities, circumstances that affect the situation of new arrivals and foreigners in a positive way, for example that a growing ICT sector has the ability to hire many new arrivals and foreigners, not least women. The project will build on previous experiences from Skåne and Blekinge, and develop a method that can be used for similar initiatives elsewhere in Sweden. Within the framework of the project, a strategy will be developed to anchor the method at national level. In the project, the Employment Service, Educators and Employers will provide participants with better support for education and matching. After the project, the primary target group is expected to have competencies that better match the needs of the labour market, which means they get more quickly in work, education or closer to the labour market. The participating organizations are expected to have developed a working approach together, and the participating employers are expected to be able to handle wider recruitment better.
