Sustainable Joint Network of the Emergency Situations in Banat

Climate change and events of last 15 years have developed history of natural disasters appeared in project area (Caraş-Severin, Timis counties in Romania, South Banat district of Serbia). Romania and Serbia have common border-Danube on a length of 64 km, risk situations may occured on both sides of border: floods affecting the common hydrographic basins, forest and dry vegetation fires, earthquake, erosion and water scarcity, accidental air/water pollution, epidemics, storms/blizzards. Frequency and severity of those is major challenges in future. Floods have effects of the environment, economic damage, loss of life. Areas under floods in RO are basins: Bârzava,Caraş,Nera,Bega,Timiş. 2005, 2006 exceptional floods were recorded on Timis, most of watercourses (Annex I-Historical floods in Banat). 2005-2017 over 4800 interventions in floods, other dangerous phenomena (1100 in Serbia border counties), 251 settlements, 4668 houses, dwellings, households, 29869 ha of flooded agricultural land, infrastructure elements (40 roads,54 bridges), cultural 21 objectives. Damages recorded in 2005 in Timis county amounted to 15 mil Euro, 2016 Caras-Severin–2 mil Euro. Largest floods were from Timiş and Bârzava Rivers in 2005. Serbia, Vrsac 2014 heavy rainfall sparked flash floods, landslides. 10 km of paved roads were damaged, some road infrastructures completely destroyed. 590 buildings were damaged estimated at 6 mil EUR. Dozens of houses were under water. 2017 RO and SE events demonstrated that emergency needs are not covered and necessity of solving equipment needs, warning system, awareness campaign of population in emergency situations. Common risks lead authorities to jointly strengthen prevention, protection, population awareness, emergency response capabilities. Overall objective of project: strengthening operational and institutional capacity of local authorities in charge of emergency, disaster prevention, mitigation, prevention of environmental accidents and emergency reaction. Efficient prevention, intervention in emergency risks by developing joint network and official cross-border methodologyes for responsible factors. Through Collaboration Agreement RO-SE barriers will be removed in emergency situations. Main outputs : purchased equipment, awareness campaign HELP US TO SAVE YOU , people trained, divers training, research study, 4 common intervention methodology, Collaboration Agreement RO–SE for emergency situation, Green IT Platform. Common cross-border approach: equipment, training, population awareness needs, risk and isolated areas. Weather phenomena have cross-border implications. Through joint preparation, partners identified common needs and found complementary solutions .
