Sligo County Council - BPR

Activities: The plan incorporates a broad range of activities that within the confines of the budget available and the two year timeframe proposed incorporates the needs and proposals identified through the consultation process for the plan. The activities relating to Children and Young people are geared to build their capacity and understanding to as to the need for a fair and equal society regardless of background or affiliation. Teenagers are identified as the cohort most in need of support and engagement, therefore the plan has more emphasis towards this group. It employs a wide range of mechanisms to facilitate interaction, engagement and stimulate interest in the activities. The Building Positive Relations theme follows a similar line and is based on needs identified. It targets minority groups and those with low social capital with an interesting and varied programme of activities to increase their understanding of events of the past and how they have shaped the current. Again mechanisms are used as the platforms to engage and work with participants. The shared space proposal represents a development that will be truly open and inclusive, backed by a local authority management plan that will ensure its upkeep and dedication to its original purpose. Needs and Demand: Evidence of need for the interventions followed a consultative process with the widest range of statutory and community / sectoral interest stakeholders. Significant levels of need exist in terms of educating and informing the young about tolerance and acceptance in society in order to prepare them to live and work in a society of openness. Minority groups still have many barriers in society including participation, discrimination and many hidden and silent issues such as misconceptions and racism. The activities of the plan seek to address thes. Cross border and cross community cooperation: This is a corner stone of the plan and all activities will require cross community cooperation at local level. At cross border level the plan aims to go much further than before in harnessing and developing cross border relations by developing new linkages and partnerships in areas, and with groups that experienced the worst impacts of the conflict. This will aid learning and understanding, creating reconciliation and lasting relationships. Strategic policy: The plan aligns with all strategic policy instruments at local, regional and national level. Its activities contribute to their aims and objectives without duplicating support programmes and initiatives already in existence or planned. Risk: Potential risk have been carefully analysed and risk mitigation measures proposed. The main risks include ensuring activities can be delivered in accordance with the time scale and achievement of the projects targets. Sustainable development & Equality: These principles are enshrined into the plan and will be a requirement to be followed in all project activities. The promoters are very conscious that this may be the last opportunity to work with Peace funding and therefore have built measures into each activity to dvelop longer terms sustainability measures and ongonig outputs. Communications: A robust and all-embracing communications plan is proposed it will utilise digital, print and other media to promote and publicise all project activities. The commencement, midpoint and end of all activities will be publicised as well as other significant events like the final evaluation report, successful cross border exchanges, project launches etc. A targeted strategy is set out to reach the range of stakeholders from the general public to EU policy makers. Evaluation: Evaluation and monitoring tools will record baseline data at the outset of each project, allow for the recording of personal journeys of each participant, and be sufficient to be able to measure change in quantative and qualitative terms by the end of each project. An independent evaluation report will be commissioned to query and verify all project results and learning’s. Management arrangements: Sligo County Council have robust and strong management arrangements in place via the statutorily appointed Local Community Development Committee and a Peace subcommittee backed by a strong professional management team. Specific provision have been made for the management arrangements to comply with the requirements of the Peace programme.
