The project is a response to the growing interest in participation in culture that needs to be strengthened. This increase is partly the result of increased activity of entities involved in cultural activities, which financed their projects with the help of grants in the perspective of financing 2007-13 (e.g. indirect grant — as a task commissioned from UM WKP), and partly the development of society — the development of human capital. Civil society, aware of its resources, rights and opportunities, expects access to culture in its close surroundings and is increasingly engaged in various types of initiatives actively participating in their implementation. Thanks to the progressive development of society, it is necessary to diversify and enrich the cultural offer, so as to prevent potential recipients from draining into active centres offering more attractive ways of managing leisure time and, consequently, funds allocated for this purpose. Kujawsko-Pomorskie Voivodeship offers many cultural events successfully implemented cyclically for many years. In accordance with the concept of this Project, two new projects have been proposed, which fit in and complement the existing offer. The assumption of all events within the Project is to popularise participation in cultural events in the Voivodeship as a form of spending free time both as a viewer and as a participant — organiser (e.g. through volunteering). This will make it possible to encourage the audience to participate in thematic events and to move within the region for cultural purposes. As a result, attendance at individual events will increase, native cultural institutions will receive a positive return address that motivates the development of their projects, and culture will be a stronger factor influencing socio-economic development.
