The aim of the project is to strengthen the institutional capacity of municipal or district governments (or their partnerships) to absorb funds under cohesion policy (PS) and MST, with particular emphasis on the Just Transition Fund (JTF), and to develop model solutions for the transition towards a climate-neutral economy at local level.The project responds to the challenges posed by the new EU strategy “European Green Deal” (EZŁ) to better link socio-economic development with actions that reduce negative environmental and climate impacts. The JTF is one of the three pillars of the MST and the only one in which non-repayable support will be involved. The JTF funds will be spent on the basis of the territorial just transition plans (TPSTs) for which the provincial governments are responsible for preparing them. The Partnership Agreement 2021-2027 provides for the possibility for local authorities to prepare local just transition plans (LPSTs). Their aim will be to identify and prepare projects, the implementation of which will increase the effectiveness of the planned transformation. These projects will be financed by both the JTF and complementary sources of funding (PS, II and III pillars of the MST, national measures, etc.).It is assumed that the project will strengthen the capacity of local authorities to prepare strategy papers to raise funds under the MST and Cohesion Policy. The project will finance, among others: training, preparation of analyses, educational, animation and increasing the level of participation of local communities, media campaigns, preparation of technical documentation of developed projects, as well as implementation of other projects supporting the energy transition. The solutions developed as part of the project will be disseminated as model solutions for the transition towards a climate-neutral gosp.
