The overall objective of the project is to maintain and increase the safety and security of air operations, passengers and baggage, to ensure air traffic security, to process passengers and aircraft according to built capabilities and flight schedules, to achieve minimum operating costs, to have the least impact on the environment and to increase the quality of the services offered by the airport. The project includes an economic component (snow steering wheel for runways, taxiways and airport platforms), which is subject to state aid and a non-economic component (the perimeter road, the intelligent perimeter fence, the security system, including security dispatch, security equipment, new generator group and uninterruptible source (UPS) for supplying the obstruction beacon of buildings and terminal, equipment for the maintenance of safety areas (bleed areas), generator group and a light pillar for serving isolated parking position). On the economic component, given that the self-frequency will be used at the airport in severe weather conditions: negative temperatures (functionality up to -40 degrees C), 100 % humidity conditions, rainfall that freezes, snowfall, blizzards, variations in atmospheric pressure, day and night, equipment and aircraft, in high noise level on the airport platform, but also the fact that due to the technical characteristics of the equipment and the need for it to have an operating capacity of at least eight consecutive hours, there is no variant on the market with an electric motor according to the European standards for industrial engines in force at the time of delivery. However, in order to comply with the provisions on environmental protection and adaptation to climate change, the engine shall be a minimum Euro V or equivalent, according to the standards for carbon emissions in diesel engines, the application for EURO V or equivalent ensuring minimum environmental intervention: At the same time, the use of new equipment ensures maximum efficiency and quick and efficient cleaning of the areas, so that a single operation is sufficient and no additional interventions and consumption are needed. It is also an equipment that is used auxiliary to moving surface de-icing equipment, only on those days of the cold season with severe weather conditions, so its use is not long and does not cause a significant impact on the environment. Moreover, the supplier of equipment is obliged to comply with applicable environmental obligations established by EU law, national law, collective agreements or international environmental, social and labour law provisions.
