The overall objective of the investment is to achieve a safe and reliable light beacon system, according to ICAO, European EASA and national RACR standards, so that the operating category is cat.II, for which the DH decision height is max.60m and the RVR runway visibility range is min.300m. By achieving this objective, it will increase the level of operational safety of the light beacons and implicitly will increase the level of safety in the operation of the moving surfaces for the operation in category II, being made the prerequisites for increasing air traffic. The proposed facilities aim to increase the safety of passenger traffic at the airport, to support the increase of air traffic by providing diversified, quality and timely services, including the improvement of aircraft operating conditions. By making the required independent equipment, the conditions for solving the problems will be ensured, which become more and more stringent as the volume of traffic at the airport intensified and increased. Investments planned within the project “Upgrade Balizaj LUMINOS PDA Dir. 36’ correspond to the activities of an economic nature as mentioned in Annex 11 on expenditure exempted from the State aid scheme to the Applicant’s Guide on the development of airport infrastructure and point 35 of the EC Communication (2014/C/99/03). The investment project falls within the eligibility period as described in the Guidelines of the Applicant for the Development of Airport Infrastructure — Public and Private Beneficiaries, which regulate Priority Axis 2 (A.P.) Investment Priority 7c, Specific Objective 2.3 (OS), as well as the specifications of the Implementation Manual for LIOP 2014-2020, This acquisition contributes to the achievement of the overall objective of the airport development strategy, to the development of the current quality, sustainable and efficient transport system and its integration into the multimodal system designed at the level of the region. The specific facilities available to Mihail Kogălniceanu International Airport are not in a position to ensure at present all the technical characteristics and functional parameters provided by the requirements of the Romanian Civil Aviation Authority. The recommended technical and economic scenario/option is the scenario/option 2, which mainly includes the following works: • installation of state-of-the-art lights in LED technology, on the existing track: — lights in LED technology; the lights installed on the existing runway shall be positioned at the distances required by the aeronautical regulations; • new infrastructure for power grids: — new electrical cables; — profiles of ditch with placement in new protective tube; • installation of new electrical equipment in trafo stations: — constant current regulators for the new configuration; I'M SORRY.
