Support in preparing the application and award documentation for the project “Modernisation S.M.I.D. in Iasi County in order to transition to the circular economy”

The overall objective of the project is to develop the waste management infrastructure in Iasi County in order to increase the preparation for waste recycling by developing the financing application for the project “Modernisation S.M.I.D. in Iasi County in view of the transition to the circular economy”, including studies and technical and economic documentation related to the proposed investments. Within the European Union the field of waste management is an essential part of the transition to a circular economy based on the “waste hierarchy” which sets the following priority in waste policy development and waste management at operational level: prevention, preparation for re-use, recycling, recovery and, as least preferable as an option, disposal (which includes storage and incineration without energy recovery). The proposed project aims to develop the current integrated waste management system in Iasi County, in line with the EU directives, the Circular Economy Package adopted by the European Commission in December 2015 (preparation for re-use and recycling targets, as well as the objective of reducing landfilled waste) and Romanian legislation. The main results pursued by the project, which will contribute to the achievement of the LIOP objectives, are: The amount of biodegradable waste in Iasi County reduced to 35 % in landfill compared to the 1995 level; The increased share of recyclable/recovered waste in the total amount of municipal waste collected from Iasi County, as a result of investments ensuring the preparation for recycling and reuse of household waste and similar to 50 %. Preparing a mature project through technical assistance is an essential planning tool for ensuring a high-performing waste management at local level, with the least possible impact on the environment and human health, with a minimum consumption of resources and energy, by applying at operational level the waste hierarchy. The overall objective of the project can be achieved following the cumulative achievement of the following specific objectives:
