REGIONAL PROJECT FOR THE DEVELOPMENT OF WATER AND WASTEWATER INFRASTRUCTURE IN CARAS-SEVERIN COUNTY/WESTERN REGION, IN 2014-2020

The general objective of the project was to continue the development of the water and wastewater infrastructure in Caras-Severin County, by increasing the level of collection and treatment of urban waste water, as well as the degree of ensuring the drinking water supply of the population, in order to meet the requirements of the European Union’s environmental acquis and the commitments made through the environmental sector, in the context of Priority Axis 3 LIOP/Thematic Objective 6ii.The investments included in this project continue the expansion and rehabilitation of the water and wastewater infrastructure carried out in the 2007-2013 stage and are proposed to invest in the extension/establishment of water supply and sanitation systems in rural areas. Specific objectives are pursued and indicators of: access to the public service of quality water supply in the project area, microbiologically controlled and provided safely, in accordance with Directive 98/83/EC, with an increase in the connection rate from 90 % before the project to 100 % after the project -increasing the level of collection and treatment of waste water in the project area and improving the quality of effluents, in accordance with Directive 91/271/EEC, in 11 urban and rural agglomerations, where the connection rate will increase from 94 % before the project to 100 % after the project — improvement of water and waste water management systems by: *reducing water losses in the project area *reducing infiltration in sewerage networks in the project area *optimisation of officials and operation of water and sanitation systems in 13 water supply systems and 11 urban and rural agglomerations where investments are proposed: — realisation of 13 local dispatches; improve sludge management in the OR’s operating area. The objectives of the project are consistent with the objectives of Axis 3 LIOP, Thematic Objective 6 “Conservation and protection of the environment and promotion of resource efficiency” and specific objective 3.2 “Increasing the level of collection and treatment of urban waste water, as well as the degree of ensuring the supply of drinking water to the population”. Through the project, LIOP indicators will be realised: CO18 = 14.450 inhabitants and CO19 = 8.289 equivalent inhabitants The project will contribute to compliance with European directives in the water sector, as follows: The water: The total number of places in the project area is 146,185 from care:inainte project 93 % (135,783 place.) are connected to water services, and 90 % of the total (i.e. 131,735 place.) benefits from quality water, according to Dir. 98/83/EC. After the project, a 100 % connection rate will be achieved (146,185 place.), and the quality of the water supplied will be compliant with Dir. 98/83/EC. Wastewater: The no.l.e. in the pr. area is 145,380 p.e., and before the project the level of connection to sewage and sewage services is 94 % (137.092 l.e.), the services being conf. 91/271/EEC.
