Rehabilitation of thermal transport/primary networks, in order to increase the energy efficiency of the centralised district heating system in Bacău Municipality

The overall objective of the project is to make investments in the district heating infrastructure of Bacau in order to increase the thermal comfort of consumers while reducing losses and implicitly increasing energy efficiency and reducing carbon emissions through the rehabilitation of primary transport networks. Support for energy efficiency is done by promoting investments in the energy efficiency of the district heating sector in order to reduce heat losses in the heat transmission and distribution networks. The specific objectives of the LIOP axis — AP 7, OS 7.1 are presented below and are correlated with the objectives of the project: •reducing heat losses in transmission networks, thereby increasing energy efficiency throughout the system while reducing the costs of delivered/sold heat; •reducing greenhouse gas emissions as a result of reduced fuel consumption; •improving the technical parameters of the thermal networks that are being rehabilitated and as a consequence of reducing operating and maintenance costs; •improving the safety and quality of the heating and hot water supply service provided to household and non-household consumers. In this area through the project are promoted interventions aimed at increasing energy efficiency by reducing heat losses at the level of the district heating system. These interventions are complementary to ROP-funded interventions consisting of integrated measures to increase energy efficiency in buildings, thus contributing to the achievement of national targets in line with the Europe 2020 objectives. In addition, the project contributes to: •increase the overall net efficiency of energy production in high-efficiency cogeneration, reducing fuel consumption (natural gas) by 71.95 TJ/year; •production of heat delivered to new consumers under high-efficiency cogeneration as defined in Directive 2012/27/EC; •increase the operator’s revenues of the district heating system by increasing the quantities of electricity and heat sold; •reduction of constant expenses in both the production and transport activities of thermal energy. The investment, as a result of the reduction in fuel consumption, is considered an investment in the field of energy efficiency. At the same time, as a result of reducing fuel consumption, the amount of CO2 and Nox discharged into the air is also reduced. The project contributes to reducing losses in rehabilitated thermal networks by 15,466.80 Gcal/year, from 20,260.65 Gcal/year before the investment (year 2021) to 4,793
