The overall objective of the project is to reduce the number of unsuitable residential spaces in ZUM Gherla Municipality by building a social housing complex consisting of two buildings with the height regime S+G+ 2E+M and a number of 32 apartments. The project “Building social housing in Gherla Municipality” contributes to achieving OS91 as described in the Specific Guide AP9.1 — reducing the number of people at risk of poverty and social exclusion, through integrated measures, falling within the category of investments in buildings, where the buildings proposed for construction are “social housing buildings”. Thus, it is proposed to build a social housing complex for 360 people at risk of poverty and social exclusion, respectively in housing insecurity. This project aims to develop a social housing complex consisting of two buildings with the height regime S+G+ 2E+M and a number of 32 apartments (constructed area 2634.08 sqm). According to the Applicant’s Guide, this project involves an investment in buildings, where the proposed buildings for construction/rehabilitation/modernisation/equipment, the object of the project, are of the type: social housing buildings. The project is thus fully in line with the Local Development Strategy of ZUM in Gherla Municipality, Specific Objective 2 Reducing the number of unsuitable housing spaces, housing insecurity (proportion of households who do not own dwellings in personal ownership), being 13 %, compared to a minimum threshold of 12 %. According to SDL, in terms of housing, even if the proportion of overcrowded dwellings is below the minimum threshold, the percentage of those in situations of housing insecurity is an increase of 13 %, of which 7 % do not own the dwelling in personal or family property, respectively 6 % of households do not have any documents for the places where they live. Improving housing conditions will be a component that will create a sense of safety and allow people in the target group to focus on areas that have been ignored: education, culture, employment.
