The balanced development of Vicovu de Sus city by improving cultural-recreative, educational services and the appearance of public spaces with a direct impact on increasing the quality of life of the population. Like most small urban centres, the city of Vicovu de Sus faces a number of socio-economic problems, such as: population migration to larger urban centres or outside the country, ageing population, rising unemployment, low economic activity, poor quality of public services and infrastructure, etc. In order to blur the demographic phenomena specific to small urban centres, among which Vicovu de Sus belongs, an integrated approach to investment projects leading to an increase in the quality of life of the population is an important measure to achieve this goal. In addition to the need to solve socio-economic problems, sustainable development and increasing living standards within Vicovu de Sus are also dependent on improving the educational offer, the higher level of education of the population being an essential condition for smart, sustainable and inclusive growth, on offering opportunities to spend quality free time, but also on improving the quality and aspect of the urban public infrastructure. For these reasons, the present project aims, at the same time, to improve educational, cultural-recreative services, as well as to improve urban public spaces in Vicovu de Sus, with implications for increasing the quality of life of the population in general. In this respect, the general objective of this project supports the achievement of Specific Objective 13.1 of the Investment Priority 9b aimed at “Improving the quality of life of the population in small and medium-sized cities in Romania”, given that the investment contributes through an integrated approach to the city’s problems to increase the accessibility of the pre-school/local school population to a modern educational framework by building and equipping a kindergarten with a prolonged program and a gym within the Gymnasium School no. 2, to the development of the infrastructure for recreation and recreation by building and equipping 2 cultural-recreative centers, as well as improving the quality and aspect of the urban public infrastructure through the modernisation of the underground road network. In particular, the connection between the general objective of this investment project and Specific Objective 13.1 of Investment Priority 9b “Improving the quality of life of the population in small and medium-sized cities in Romania” is ensured in the light of the following investment priorities: development of human capital in the context of the creation of modern facilities for access to time education
