The overall objective of the project is to increase access to basic social services and implicitly increase the quality of basic social services in Gherla Municipality, by modernising the social canteen in Gherla Municipality. The project “Modernisation of the social canteen of Gherla Municipality” contributes to the achievement of OS91 as described in the Specific Guide AP9.1 — reducing the number of people at risk of poverty and social exclusion, through integrated measures, falling within the category of investments in buildings, where the proposed building for rehabilitation/modernisation/equipment is of the type of building hosting social activities (social canteen). The following types of intervention works will be carried out on the building located on Armenasca Street no. 2: Rehabilitation of the roof, restoration of interior and exterior finishes and repair of the building elements of the facade, interior recompartment works with the purpose of refurbishment of the existing food preparation space to accommodate a locker room, food preparation room and specific annexes, respectively of the existing sanitary group on the ground floor in order to reconfigure it to include a space for persons with disabilities. It is also proposed to create a laundry room in the basement. At the same time, the facilities of the objective will be fully upgraded. At the same time, the building will benefit from works to increase energy efficiency such as: Thermal insulation of facades — the glazed part, floor thermal insulation works above the last level, thermal insulation in the basement or basement, heating installations, electrical indoor lighting installations, domestic hot water plumbing, natural gas installation and works related to this object. The work on increasing energy efficiency has been framed in the project budget as entirely ineligible. To become functional the building will be equipped with technological equipment and equipment such as, without limitation, general electric panel, wall heating boiler, hot water production system composed of 2 solar panels and thermoelectric Boiler. The expenses for the equipment and their installation were classified in the project budget in the category of ineligible expenditures. The need to have a social cafeteria in the municipality of Gherla is given by the large number of elderly people, people with disabilities, and other vulnerable groups that require complex social and socio-medical services. The marginalised community and especially those at risk of poverty and social exclusion depend heavily on social assistance.
