Specific objective LIOP 9.1 aims to increase the capacity to manage the covid-19 health crisis. The project contributes to the achievement of the specific objective of the programme by implementing measures identified and designed based on the concrete needs caused by the current epidemiological context. In this regard, the applicant envisages investments in the execution of works, the acquisition of equipment and equipment that will lead to the strengthening of the capacity to respond to the public health crisis caused by the spread of SARS-CoV-2 virus. The overall objective of the investment is to strengthen the medical infrastructure at Dorohoi Municipal Hospital to address the challenges posed by tackling the COVID-19 outbreak, ensuring a timely and efficient response of the local public health system to the current pandemic crisis. By modernising the electrical installation, implementing a fire detection, signalling and alarm system, as well as a medical fluid system (oxygen, compressed air and vacuum) within the C3 and C4 building bodies related to the hospital unit, in full correlation with the current needs, requirements and normative acts, the project contributes to the achievement of the program result indicator, respectively to the indicator ID 2S132 — Adequate care and treatment capacity for cases of infection with SARS-CoV-2/sanitary crisis management. The indicator is a qualitative one: —before the LIOP intervention: NO, NO, NO. From the analysis of the existing situation on the two buildings object of the investment project, it was found that the electrical installation has an outdated life period, being executed with the construction of the buildings and partially undergoing modernisations over the years, depending on the needs. Currently, the buildings nominated in the investment project are not provided with detection, signaling and alarm system in case of fire and there is a lack of a medical fluid distribution system (respirable compressed air and vacuum installations) in centralised system in the rooms related to the two pavilions. —subsequent to the LIOP intervention: YES, YES. The proposed investments on the medical infrastructure of Dorohoi Municipal Hospital within this project aim to modernise the electrical installation, implement a fire detection, signalling and alarm system, as well as a system of medical fluids within the hospital unit, which will lead to an adequate capacity for care and treatment of cases of infection with SARS-CoV-2 virus, being ensured a timely and efficient response of the public medical unit to the epidemiological crisis.
