The overall objective is to reduce people at risk of poverty and social exclusion in ZUM, along with improving quality of life, increasing social cohesion, improving the living environment and economic growth in ZUM. The specific objectives of Râmnicu Sarat’s strategy are closely related to those of the European Union and focus on the following aspects: Smart development — the growth of the local economy and the provision of new jobs; Sustainable development — investments in green projects leading to lower greenhouse gas emissions; Inclusive development — reducing the population on the brink of poverty. According to the SDL, these hard measures aim at improving the local infrastructure, as well as improving the quality of life of the population by making social housing. The number of people at risk of poverty and social exclusion in this project amounts to about 1400 people. This target group will also benefit from soft measures (professional training, second chance, apprenticeship programs, employment counseling), which will materialise within the POCU project. The persons who will have access to social housing are those who are part of the target group (persons homeless) and who participate in the complementary measures through the POCU project in order to achieve the proposed objectives.
