The general objective of the project is to make investments in energy infrastructure for the implementation of an intelligent electricity measurement system in the rural area of the county. The implementation of the project aims to reduce the average annual electricity consumption per final consumer from 1.306 MWh/year in 2023 (last year of project implementation) to 1.256 MWh/year in 2028 (the last year of the sustainability period). It is also aimed at a contribution of the project to the LIOP consumption reduction target of 0.04 %, assuming the maintenance of the target value of the LIOP indicator for the last year of the durability period. The investments in energy infrastructure made through the project will allow the development during the sustainability period of strategies that will lead to changes in the consumption behaviour of end-users, in order to reduce energy consumption. The intelligent measurement system implemented by the project is carried out in accordance with the provisions of Article 66 of the Law on electricity and natural gas no. 123/2012 and Article 10 of Law No 121/2014 on energy efficiency, which transposes the provisions of Directive 2009/72/EC on common rules for the internal market in electricity and Directive 2012/27/EU on energy efficiency. The project falls within the provisions of ANRE Order No 177/2018 on the timetable for the implementation of the IMS in the period 2019-2028. The applicant has acquired the objectives of the National Energy Efficiency Action Plan IV approved by Government Decision no. 203/2019, related to intelligent metering — which is a first step towards smart grids — and is committed to the implementation of the intelligent measurement system in the concession area according to the schedule approved by ANRE President Decision no. 778/2019. The applicant proposed for IMS integration in 2019-2028 a total of approximately 400,000 consumers, promoting a proactive policy and a systemic approach that required detailed analysis of IT processes and systems and of restructuring and interoperability needs. At the level of the Electricity Network Operations Center Iasi there is an MDM/MDC system in which the elements of the intelligent measurement system that will be realised through the project will be integrated.
