Rehabilitation, modernisation and expansion of the infrastructure of medical, electrical and fire detection fluids and oxygen with full coverage within the Urziceni Municipal Hospital

The overall objective of the project is to strengthen the capacity to manage the emergency situation caused by the COVID-19 health crisis, at the level of the Urziceni Municipal Hospital, by improving the existing infrastructure and increasing the safety of fires in the hospital. Urziceni Municipal Hospital provides medical assistance for patients, confirmed and suspicious cases of COVID-19 — NIVEL III hospital, according to ANNEX No. 2 List of hospitals and dialysis units providing medical assistance for patients, confirmed and suspected cases of COVID-19 of WHO 434/2021 issued by the Ministry of Health and the purpose of the project is to improve the existing infrastructure and increase the safety of fires within the hospital by creating a new medical fluid facility, equipping with a fire detection system, which will also include oxygen detection so as to ensure the early detection of fire sources in all types of rooms, offices, access halls, warehouses, etc., including exceeding the maximum permissible oxygen concentration in rooms equipped with this medical fluid, and by resising and bringing to the current quality standards of existing electrical installations, necessary to strengthen the medical infrastructure within the hospital to cope with the high challenges of combating the COVID-19 outbreak. Since the beginning of the pandemic, starting with May 2020, Urziceni Municipal Hospital has had to handle suspicious cases of COVID-19 and confirmed respectively, being in the list of COVID SUPORT hospitals designated by Order No 961/2020 issued by the Ministry of Health. After the number of Covid hospitals increased, the Urziceni Municipal Hospital remained a COVID SUPORT hospital, serving the population of Urziceni Municipality and the designated areas. Given the evolution of SARS-COV-2 virus in recent months, in the world and in Romania, with the 4th wave of coronavirus already installed with the Delta variant, which risks being even more aggressive than the previous one, hospitals risk, again, to be overloaded when the number of infections with Delta variant will increase, and the state of physical and moral wear and tear caused by the large number of patients of medical gas networks as well as electricity will create a major risk to the life and health of patients hospitalised. Thus, in order to prevent the blocking of the medical infrastructure available at the Urziceni Municipal Hospital and, implicitly, affecting the right to health for patients in need of admission, the proposed project aims at investments in the rehabilitation, modernisation and extension of the infrastructure of electrical installations, medical fluids and fire protection, within the hospital, which will ensure an adequate capacity for care and treatment of cases of infection with SARS-CoV-2/for the management of the health crisis.
