Justification/ARGUMENTATION The purpose of the project proposed for financing is to increase the chances of professional integration/reintegration on the labour market of unemployed and inactive people, with a focus on the long-term unemployed, older workers (55-64 years), persons with disabilities, people with low level of education from South-Muntenia and Centre regions by improving the level of professional skills and by providing work mediation services. Employment policies are the competences of the Member States, but the EU has launched a series of initiatives complementing national policies as part of its actions for a more social Europe. This support focuses on funding employment programmes among older workers, as the unsuccessful search for work and training opportunities creates feelings of isolation, dependence and uselessness in these categories of unoccupied people (unemployed, long-term unemployed, older workers (55-64 years), people with disabilities, people with low educational levels, etc.). In addition, there are negative effects on the economy and society, which is in the process of aging. In 2021, the unemployment rate was 5.6, down from the previous one by 0.2 percentage points, the employment rate* of the population aged 20-64 being 61.9, %, up 1.7 percent from the previous year. The main factors contributing to keeping high unemployment rates and rates of unemployed and inactive people, long-term unemployed, older workers (55-64 years), people with disabilities, low-education are: low level of education and training at the time of re-employment, mismatch between the qualifications and skills required by employers, their high expectations from a job (wage, work environment, other benefits), limited job offer for these categgories, employers’ reluctance. The solution, both at local and regional level and at national level, is the reduction of long-term unemployment, constantly carrying out deep analyses of the future qualification needs of the economy. In this important field for designing the offer of the education and training system throughout life, difficulties reported in previous years persist. Due to the lack of resources (financial and human) we have not yet managed to create a functional, efficient system of studying and forecasting the needs of the labor market, of dimensioning the continuous professional training according to these needs. This results in imbalances that go beyond the compatibility between the highly dynamic labour market skills needs and the offer of the continuous vocational training system.
