The overall objective of the project is to increase the energy efficiency in the centralised transmission and heat distribution system in Constanta Municipality by modernising the primary and secondary thermal networks in the thermal energy supply system, including the thermal points, The purpose of this project is to reduce the losses in the transmission and distribution network of the thermal agent in Constanta once with the investments in the transmission and distribution network of the thermal agent. The overall objective of the LIOP is “Development of transport, environment, energy infrastructure and risk prevention at European standards in order to create the prerequisites for sustainable economic growth under conditions of safe and efficient use of natural resources”. The project is in line with the overall objective of LIOP by the fact that its implementation will contribute to achieving sustainable growth by promoting a low carbon economy through energy efficiency measures and a more efficient use of resources. According to the Cost Benefit Analysis, CO2, NOx, SO2 emissions of dust will be reduced. The project is in line with Priority Axis Objective 7 “Development of environmental infrastructure in conditions of efficient resource management”. By carrying out the works that are the subject of this project, the losses in the networks are reduced by 67.64 TJ. These reductions contribute to a decrease in fuel consumption (natural gas) in the source. The calculation of fuel savings also took into account the assumptions and premises used for forecasting the demand for the delivered thermal energy (impact of thermal insulation of buildings, impact of debransations in history, evolution of demand in the project scenario considering the effect of project implementation). The project is in line with Specific Objective 7.1 “Increasing energy efficiency in centralised transmission and heat distribution systems in selected cities” because its realisation involves optimising heat distribution/transport networks and other investments that will lead to lower CO2 emissions. The project will generate according to the Cost Benefit Analysis an increase in the safety of thermal energy supply and will contribute to avoiding disconnections from the grid. The project contributes to the achievement of the result indicator ID 2S61 “Energy losses recorded on transmission and heat distribution networks at national level” Reduction of heat losses in thermal networks whose rehabilitation is proposed to be rehabilitated in phase III financed from LIOP, will be a total of 52.0 TJ/year, starting with the year following the one in which the rehabilitation is carried out (starting with 2023). The project “Rehabilitation of district heating networks in Constanta — Stage III” will be rehabilitated both sections of the primary/transport network and sections of the network will be rehabilitated
