The overall objective of the project is directly correlated with the result indicator of POIM 2S131 — Adequate care and treatment capacity for cases of SARS-CoV-2/infection to manage the health crisis. This is a qualitative indicator: Before the LIOP intervention: NO, NO, NO, NO. After the LIOP intervention: YES, YES. The overall objective of the project is the establishment and endowment of a modular hospital — mobile medical unit for diagnosis and treatment to be used in combating COVID-19 as an extension of UPU-SMURD within the “Dr. Constantin Opriș” Baia Mare County Emergency Hospital and separated from the existing hospital circuits, with a capacity of 24 beds dedicated to care for suspects/positive SARS-CoV 2 of which 4 beds equipped ATI, in order to ensure a timely and efficient response of the public medical system in Maramures County to the crisis caused by SARS-CoV-2 virus. By achieving this objective, the current capacity to treat suspected/confirmed patients with SARS-CoV 2 will increase from 39 beds (of which 9 ITAs) to 63 beds (of which 13 ITAs). The mobile unit will also provide an investigation centre (echograph, x-ray apparatus, 64 slice tomography computer) dedicated to patients suspected/confirmed with SARS-CoV 2, separated from existing medical diagnostic circuits, as an additional measure to avoid contamination of premises in the hospital’s main building. As the SARS-CoV-2 virus continues to spread rapidly, due to the emergence of new variants/strains more contagious, the construction of a modular hospital is the best option for increasing the capacity to pick up, sort and treat suspects/positive SARS-CoV 2, modular constructions having the lowest type of execution, compared to classical medical constructions. Therefore, the overall objective of the proposed project is in line with Specific Objective 9.1 Increasing the capacity to manage the COVID-19 health crisis of the Operational Programme Large Infrastructure 2014-2020, with the objectives of the National Strategy for the Prevention of Emergency Situations and those of the National Health Strategy 2014-2020 as well as with the objectives of the Sustainable Development Strategy of Maramures County 2014-2020.
