Rehabilitation of the urban district heating system in Focsani for 2009-2028 in order to comply with environmental legislation and increase energy efficiency — Stage III

The overall objective of the project is to increase the energy efficiency of the heating system at the level of Focsani municipality by reducing the losses from the networks and increasing the quality of the public heat supply service, at affordable tariffs for the population, as a result of increasing the competitiveness of the entire urban district heating system and ensuring the viability of this system in the long term. This project will be proposed for financing under LIOP 2014-2020, OS 7.1 Increasing energy efficiency in centralised heat transmission and distribution systems in selected cities, promoting investments in energy efficiency of the district heating sector in order to reduce losses in the transmission and distribution networks of heat. As regards the project’s contribution to the result indicator under Specific Objective 7.1 (2S61 Energy losses recorded on heat transmission and distribution networks), one of the objectives of the project is to make the heat supply service more efficient by: — substantial reduction/elimination of thermal agent losses in networks, through the rehabilitation of primary and secondary thermal networks; reduction of heat losses in transmission and distribution networks by 22.11 TJ/year (5.042 Gcal/year). The project will reduce CO2, NOx, SO2 and dust emissions from district heating systems and their negative environmental impact, as follows: — Reduction of CO2 emissions by at least 3.265 t/year; Reduction of NOx emissions by at least 2.473 t/year; — Reduction of SO2 emissions by at least 0.573 t/year; Reduce dust emissions by at least 0.081 t/year. Details of the methodology for the calculation of CO2 emissions are set out in the attached Annex to the Computing Methodology. The expected contribution to achieving the result indicator for OS 7.1 under Priority Axis 7-2S61 Energy losses recorded on transmission and heat distribution networks at operational programme level is 14.72 %, according to the attached Explanatory Note on the calculation of indicators. The output indicators resulting from the implementation of the project are: — 7.27 km rehabilitated primary thermal network pipelines (3.635 km route related to rehabilitated thermal networks * 2 rehabilitated pipelines) — 6 rehabilitated thermal points (PT 19, PT 29, PT 45, PT 47, PT 48 and PT 57) — 26.85 km rehabilitated secondary thermal network pipelines related to the above PT (7.170 km route related to rehabilitated thermal distribution networks) The project will contribute to the improvement of the health and comfort of the citizens of Focsani (79.315 inhabitants — INS — Population and housing census 2011), by providing a public heat supply service at price
