Reducing the number of people at risk of poverty and social exclusion in 2 marginalised urban areas (ZUM Bahne and ZUM South) in Focsani Municipality, Romania. Vrancea, through the operationalisation and sustainability of a continuum of integrated services and measures, implemented by multidisciplinary teams, offered through the Multifunctional Center for Integrated Community Assistance Focșani (CMACIF), as fixed and mobile services, addressable to the entire community. The overall objective of the project responds directly to the achievement of the specific objective of the programme and the call, by addressing the needs of people suffering from persistent poverty as categories on which the various dimensions of exclusion tend to perpetuate from one generation to the next. Ex-ante community analysis has revealed that socio-economic exclusion is perpetuated when poor educational outcomes and poor health significantly limit opportunities for access to the labour market for the next generation. The relevant experience of the project partnership also demonstrated that breaking the vicious circle of poverty and exclusion requires individualised interventions designed to address the underlying factors of inequality. In order to support this approach, the project aims to develop and operationalise the CMACIF model, but also to develop multidisciplinary, mobile teams that facilitate access to integrated services for all community members, directly participating in achieving the objective of Priority Axis 5 — Local Development under the responsibility of the community Thematic Objective 9: Promoting social inclusion, combating poverty and all forms of discrimination, Investment Priority 9.vi: Community-led local development strategies Specific objective 5.2: Reducing the number of people at risk of poverty or social exclusion in marginalised rural communities and cities with a population of up to 20,000 by implementing integrated measures/operations in the context of the CLLD mechanism. The project emphasises the essential need for coordination and complementarity of social, educational, employment and health services in order to facilitate the employment of people who are not working but who are fit to work. This approach to poverty and social exclusion is based on the concept of integrated service provision and on ensuring harmonisation and coherence between the different programs and interventions, both at individual/household and community level. GT: Through the project, a number of 1720 people out of the 2 ZUM are targeted, as follows: 1420 adults and 300 preschool children. The 1420 adults (of which at least 250 Roma) will be identified and recruited from 2 ZUM at risk of poverty and social exclusion.
