REHABILITATION/MODERNISATION/EXTENSION OF ELECTRICAL, VENTILATION AND AIR HANDLING INFRASTRUCTURE, AS WELL AS MEDICAL FLUID INFRASTRUCTURE — IZVORU HOSPITAL, GIURGIU COUNTY

The overall objective of the project is to strengthen the capacity to manage the emergency situation caused by the COVID-19 health crisis at the level of IZVORU PNEUMOFTIZIOLOGY SPITAL. Hospital OF PNEUMOFTIZIOLOGY IZVORU is a hospital providing medical assistance for patients, confirmed and suspicious cases of COVID-19 — hospital NIVEL III, according to ANNEX No 2 List of hospitals and dialysis units providing medical assistance for patients, confirmed and suspected cases of COVID-19 of WHO 434/2021 issued by the Ministry of Health. The proposed project aims to improve the existing infrastructure and increase the safety of fires in the hospital by: expansion of the medical fluid installation in the bodies of C6 — Medical Pavilion No. 1, C7 — Medical Pavilion No. 2 and C18 — Pavilion med. MDR — equipped with detection, signalling, fire alarm and detection installations, signalling and alarming oxygen concentration of C6 bodies — Medical Pavilion no. 1, C7 — Medical Pavilion No. 2 and C18 — Pavilion med. MDR. electrical installations in bodies C6 — Medical Pavilion No. 1, C7 — Medical Pavilion No. 2 and C18 — Pavilion med. MDR. related to the equipment that is being upgraded, as well as bringing to the current quality standards of existing electrical installations. These investments are needed to strengthen the hospital’s medical infrastructure to address the challenges posed by the COVID-19 outbreak. Since the beginning of the pandemic, IZVORU PNEUMOFTIZIOLOGY SPITAL, designated as a non-COVID health unit according to Order 555/2020, had to handle suspicious cases of COVID-19 and confirmed with patients from all over GIURGIU county. Since November 2020, IZVORU PNEUMOFTIZIOLOGY SPITAL has become a hospital providing medical care for patients, confirmed and suspicious cases of COVID-19, according to Order 434/2021 issued by the Ministry of Health. After the number of COVID hospitals increased, the IZVORU PNEUMOFTIZIOLOGY SPITAL remained a COVID hospital, serving the population in the entire GIURGIU county. Given the evolution of SARS-COV-2 virus in recent months, in the world and in Romania, with the 5th wave of coronavirus installed with the Omicron variant and the threat of other waves, waves that risk being even more aggressive than the previous ones, hospitals risk, again, to be overloaded when the number of infections increases, and the state of physical and moral wear and tear caused by the large number of patients of medical gas and electricity networks will create a major risk to the life and health of patients hospitalised. Thus, in order to prevent the blocking of the medical infrastructure available within the IZVORU PNEUMOFTIZIOLOGY SPITAL and, implicitly, affecting the right to health for patients requiring admission, the proposed project aims at investments in rehabilitation, modernisation and expansion
