Military aggression by the Russian Federation against neighboring Ukraine and the ongoing armed conflict have radically changed the security situation in Europe. As a result of this military aggression, the European Union (EU) and in particular its eastern regions, including Bulgaria, are facing a significant influx of people displaced from Ukraine since 24 February 2022. This represents an additional challenge for public budgets at a time when Member States’ economies are still recovering from the impact of the COVID-19 pandemic and risks weakening preparations for a green, digital and resilient recovery of the economy. At the same time, some Member States, including Bulgaria, face a significant number of arrivals from Ukraine who need immediate support. In view of the exceptional events caused by the hostilities in Ukraine, asylum seekers on the territory of the Republic of Bulgaria need support by taking concrete actions to ensure their accommodation on the territory of the country, which is why urgent measures are needed. The actions under the procedure are to address the migratory challenges posed by the military aggression of the Russian Federation against Ukraine and are to cover the basic needs of refugees from Ukraine, supported by the Ministry of Tourism — providing accommodation (night) with breakfast and warm lunch for every displaced person who has arrived from Ukraine to Bulgaria and who has received temporary protection. The provision of the support will respect the horizontal principles of the European Union applicable to the OAP, in accordance with point 17 of the Guidelines for Applicants to the Procedure.
