The aim of the project is to support the Ministry of eGovernment (MEU) to effectively carry out its functions of managing ESIF funds, as well as to increase its administrative capacity through reimbursement of remuneration costs. In addition to developing and maintaining the shared resources of eGovernment, MEM also implements eGovernment projects relevant to all administrations. One of the main functions of the Minister of e-Government, as defined in point 11 of Article 7c of the Electronic Governance Act, is to support the development and validation of project proposals, coordinate and supervise the implementation of e-government projects, ICTs in administrations financed by the State budget, ESIF and other sources. In addition, the MEU approves all project proposals for eGovernment in the administrations that are beneficiaries under Priority Axis 1 “Administrative Services and e-Government” of the Operational Programme “Good Governance”. Last but not least, the MEU has regulated powers with regard to the ongoing and ex-post control in the conduct of public procurement within e-government projects, as well as for compliance with the requirements for interoperability and network and information security of systems that are developed and implemented in the framework of e-management projects (including those financed by ESIF) — Articles 58b and 60 of the EAU. In relation to its monitoring and methodological support functions, the MEM needs to upgrade its capacity to manage funds from European funding institutions so that it can effectively assist administrations in the implementation of their e-government projects.
