P.I.U. Su.Pr.Eme is a public-driven programme led by five Southern Italian regions, promoting pathways to combat illegal recruitment and foster social and labour inclusion of over 13,000 migrants. The programme established a public-private governance system, building community ties and promoting sustainable economic integration, dignity, and rights protection for all.
P.I.U. Su.Pr.Eme stands as an effective and replicable model for vulnerable migrant inclusion. The project was launched in 2015 through an agreement between Apulia, Basilicata, Calabria, Campania, and Sicily, collaborating to promote foreign citizen inclusion and participation.
The programme implemented systemic actions, establishing measures to support socio-occupational integration and prevent exploitation. It comprised four actions:
- GOVERNANCE: creating a territorial ecosystem for complex programme management
- SERVICES: strengthening helpdesks and housing support through a social agency
- EMERSION AND LABOUR INSERTION: enhancing Individual Action Plans for labour integration
- ENTERPRENEURSHIP: supporting sustainable and ethical start-ups
An Inter-Institutional Helpdesk Against Labour Exploitation provided social and legal assistance in multiple languages. Given its impact, P.I.U. Su.Pr.Eme is included in the Three-Year Plan to Combat Labour Exploitation in Agriculture and Illegal Recruitment.
The project is implemented by the five least developed regions, together with Consorzio NOVA, a private partner identified through co-design.
