The 9 buildings of the “Champmilan” residence that will be rehabilitated in this second phase of works were built and put into service between 1968 and 1974. They currently have 245 social housing units south of the town of Moulins in an area close to many shops, facilities and services. The residence has already been the subject of several partial rehabilitation works campaigns since the commissioning of the dwellings and a PRU from 2005 to 2013 which allowed the treatment of outdoor spaces. However, the insulation of low walls and floors remains insufficient and degraded, the ventilation is basic, energy overconsumptive and unsuited to the nature of the network of existing ducts, there are no individual energy meters for heating and lighting of the commons needs to be improved. Moulins Habitat wishes to continue its thermal rehabilitation program launched in 2015 on the residences of Moulins Sud while improving the overall energy performance of the building and housing with the aim of: — Significantly reduce the energy consumption of buildings, – Controlling rental charges, – Improving the comfort of tenants, – Contributing to the action of preserving resources and protecting the environment
