The residence “September 4/Jean-Jacques Rousseau” which will be rehabilitated during this thermal rehabilitation project was built between 1955 and 1966. These 81 social housing units in the centre Ville de Moulins are located close to many shops, facilities and services: they are highly sought after by tenant candidates but deserve an energy and aesthetic upgrade. The residence has already been the subject of partial rehabilitation works since the commissioning of the dwellings (exterior mills replaced in 2009 in dwellings, for example, or the creation of collective central heating...). However, low wall and floor insulation is non-existent in most buildings, or insufficient and degraded in others, ventilation is basic and insufficient, lighting and securing of commons need to be improved as well as outdoor spaces. EVOLEA wishes to continue its programme for several years of thermal rehabilitation of its social rental heritage while improving the overall energy performance of buildings and housing with the aim of: — Significantly reduce the energy consumption of buildings – Controlling rental charges – Improving tenant comfort – Contributing to action to conserve resources and protect the environment
