As part of the Priority Action Plan on Water, the Region supports local authorities in the work needed to improve and secure the distribution of drinking water throughout Guadeloupe. The municipality of Capesterre-Belle-Eau serves drinking water in Grande-Terre and Côte-au-Vent thanks to the Feeder of Belle-Eau-Cadeau, which is fed by drinking water production plants located in Capesterre-Belle-Eau and Sainte-Anne. A prior diagnosis of drinking water infrastructure was carried out in the territory of Capesterre-Belle-Eau during the first half of 2018 (including night-time sectorisation campaigns). He highlighted that the commune suffers significant leaks on its network, the result of multiple factors: ageing of grey cast iron pipes that have become porous create significant leaks and breaks, presence of many common connections that weaken the network as leaks. These water losses lead to overexploitation of the water resource and significant decreases in pressure on distribution facilities. Also, many sectors of Capesterre-Belle-Eau and downstream of the municipality (especially on high points) cannot be supplied with drinking water. This diagnosis has led to the call for targeted work to address these failures, which consist of the renewal of about 15 km of drinking water systems.
