The reconstruction of Gratien Candace elementary school follows the vulnerability study on public buildings in Guadeloupe carried out as part of the Earthquake Plan Antilles Horizon 2020, the objective of which is the fight against seismic risk. This reconstruction is in line with the program’s expectations for the reduction of strategic public buildings, including schools. This approach is integrated with the objective of reducing the vulnerability of strategic public buildings and schools to seismic risk and external climatic phenomena as well as the safety of students. The general vulnerability of the building and the high level of risk of French lentils in relation to natural disasters reveal the important need to take appropriate measures to address the natural hazards to which Guadeloupe is exposed. In the light of the conclusions of these studies in terms of analysis of seismic risks, the relevance of the strengthening of this establishment and the financial difficulties of the municipalities and more particularly the commune of Baillif, the regional authority is asked to ensure the control of works within the framework of a transfer agreement for the reconstruction of the school.
