Guadeloupe Resilience Fund

•The economic shock caused by the measures of health restrictions linked to Covid 19 has proven to be of unprecedented magnitude in the territory of Guadeloupe: — firms’ turnover fell sharply in 2020 (-13 %), – the structurally weakened financial situation of pre-COVID-19 SMEs has been particularly deteriorating since then, – an expected tightening of the accompanying policy for banks – uncertainty about the economic outlook linked to higher prices and post-COVID-19 supply difficulties. •In response to this cyclical crisis, the Guadeloupe Region, leader in economic development on the territory, intends to support Guadeloupe’s companies by setting up the “Great Guadeloupe Resilience Fund” scheme. This scheme is part of the objectives set out in Axis 15-REACT EU ERDF/Action Sheet 39 in the form of a financial instrument. It has the characteristics of a repayable advance of EUR 10 k to EUR 50 k to support small and medium-sized enterprises facing liquidity difficulties, as part of the recovery plan for their intrinsic business following the COVID 19 crisis: — a loan at 0 rate over 5 years, -without bank counterparty, -without guarantee, – a 2-year repayment delay. • the total cost and eligible base of the operation is the allocation of the resilience fund set at EUR 8500000 for an ERDF intervention rate of 100 %.
