This is a public lighting renovation operation that is part of the city’s overall approach to sustainable development. In general, public lighting accounts for almost half of the municipal electricity bill. The renovation of the entire public lighting park by new technologies (LED lights, dimming devices; astronomical clocks) allows the municipality to significantly reduce its energy consumption and thus its greenhouse gas emissions. The implementation of this operation is based on the launch, by the City of Schoelcher, in 2017, on the basis of a diagnosis of public lighting carried out by IDELUM/SMEM, of a project management assistance mission for the realisation of a light plan. The ARTELIA/LYUM grouping has been selected to carry out this task, which includes financial simulations and the possible award of the contract(s) necessary for the implementation. The City awarded a global performance contract to manage the renovation work and to ensure the maintenance and operation of the park. The selected work programme includes replacement of lamps and cabinets as well as provisions for ancillary equipment and masts. The city plans to replace 3,258 lamps. This will result in an annual saving of 1315098kwH or a saving of 521 t CO² GHG.
