As early as March 2020, the sudden and exponential spread of the COVID 19 virus disrupted all organisations globally and led to new working habits. In the public sphere, the use of remote work has been imposed in administrations, some of which have not yet undertaken a massive deployment in this area. Faced with this crisis, the European Metropolis of Lille and the municipalities of its territory have demonstrated a strong capacity of resilience and adaptation to ensure the continuity of their services and embark on their digital transformation. The investments required to rapidly deploy teleworking are now part of the evolution of their practices and the transformation of their organisation. Without this accelerated roll-out of teleworking and online tools since March 2020, for example, more than 4900 companies in the European Metropolis of Lille would not have been able to benefit from emergency aid from the MEL rebound fund, a fully dematerialised device to facilitate the process. In this context, the partner authorities of the European Metropolis of Lille unanimously share the feeling that the COVD 19 crisis has had an unprecedented impact on the accelerated roll-out of teleworking and has allowed a technological leap within their organisations.
