The project consists of the energy rehabilitation of the Henri-Biscarrat Culture and Congress Area. This building built in 1988 consists of associative rooms and event reception rooms on about 2 000 m² on 1 level. An independent part in the basement contains garages for the firefighters and boiler room of the building.This building of the 80s has not undergone any major energy renovation since its construction. The facilities have been maintained but malfunctions appear: — Heating seems insufficient overall in times of great cold, – Overheating occurs in the large room and room 2 when the number of people is large, – Energy consumption is important.
